FRANKLIN COUNTY BOARD OF SUPERVISORS HOLD REGULAR MEETING

The Franklin County Board of Supervisors met in public session per public notice given. Present were: Bunger, Dallmann, Hamilton, Ingram, Loschen, Schafer and Walton. Absent: None.
Meeting called to order at 9:00 A.M.
Chairperson Walton informed the public that the Open Meetings Act Information was posted in the Board Room.
Approved the minutes (11-6-07).
Approved the consent agenda. Items contained within the consent agenda: County Clerk and Clerk of the District Court Report; the Pledged Collateral Report dated December 4, 2007 and the County Treasurer’s Miscellaneous Receipts.
Approved the Resolution for the Substitution of Securities with the South Central State Bank to withdraw securities in the following amount: $600,000.00.
The Board discussed County Farm issues, namely the rental and the Farm Service Agency information.
Mark E. Goebel, County Weed Control Superintendent, met with the Board to discuss various County matters concerning his office, namely the fall control of noxious weeds within Franklin County. Mr. Goebel presented an update on the Twin Valley Weed Management Area project and the E-911 project.
Ruth E. Jackson, County Assessor, met with the Board to discuss various County matters concerning her office, namely coffee and cookies for the holidays, the tax list for 2007 is complete and the Exempt Application.
Held Board of Equalization at 9:24 A.M.
Approved the Exempt Application for the Christian Fellowship EFC of Franklin on the 1985 Chevrolet Bus.
Resumed Regular session at 9:25 A.M.
Jerrell Gerdes, Chief Executive Officer of the Franklin County Memorial Hospital, met with the Board to discuss various County matters concerning the hospital. Mr. Gerdes presented a report of the South Central Economic Development District.
Approved the letter to the Centers for Medicare and Medicaid Services concerning the ownership of Franklin County Memorial Hospital and its business.
Jim Gorman, met with the Board to discuss issues to promote Franklin County for economic development.
Jerry L. Archer, County Sheriff, met with the Board to discuss various County matters concerning the County Sheriff’s office, namely the recent mitigation meeting.
Terri Krohn, on behalf of the Two Rivers Public Health Department, met with the Board to inform them of the services they are doing in Franklin County.
Wayne T. Bach, County Highway Superintendent, met with the Board to discuss various County matters concerning his office, namely current road projects, the stop sign study/resolution for the Intersection of G Road and 24 Road, bridge signs and the asphalt project.
Mr. Bach presented the stop sign study of the Intersection of G Road and 24 Road.
Approved the Resolution to place a stop sign at the Intersection of G Road and 24 Road.
Approved the certificate of compliance for the placement of bridge signs for Project No. STPP-STWD-(67)-Object Markers.
The Board discussed the Upland south asphalt project. The Board authorized Wayne T. Bach, County Highway Superintendent, to take sealed price proposals for the Upland south asphalt project. Said bids to be opened at the February 5, 2008 Board meeting at 11:00 A.M.
Approved the hiring of Tagge Engineering Consultants, Inc., to oversee the Upland south asphalt project.
Herbert Shannon, Janitor, met with the Board to discuss various matters concerning custodial issues at the Courthouse.
Correspondence presented and discussed:
Heard reports from various agencies that the Board represents for Franklin County.
The Board acknowledged receipt of the following documents:
a. State of Nebraska re Annual Elevator/Stair Glide Inspection.
The Board discussed various County matters, namely personnel and miscellaneous items.
The Board approved the Courthouse offices to close all day on Monday, December 24, 2007; all day Tuesday, December 24, 2007 in observance of Christmas Eve and Christmas Day.
The Board set the January Board meeting date on Wednesday, January 2, 2008 at 9:00 A.M.
The Board set the salaries of various County employees for 2008.
Thomas G. Schmidt, met with the Board concerning the classification of land in the farm programs.
Approved the claims.
